Several months ago, Indigo Shire provided a submission and gave evidence to a State Government enquiry into local government funding and services. Yesterday, the Legislative Council Economy and Infrastructure Committee tabled its findings which includes 48 recommendations addressing rate capping, grants, cost shifting, core services and the financial sustainability of local councils.
Together with the CEO, we are particularly pleased to see a number of the issues we raised at the enquiry reflected in the report, specifically the impacts of cost shifting by the federal and state governments onto local councils, especially small rural councils such as ours. The report calls for reviews of the rating system and rate cap formula, increased untied funding for councils to address key areas such as roads, and the consideration of growth funds to support infrastructure for different groups of councils experiencing rapid growth. We welcome the recommendation that the Federal Government’s annual Financial AssistanceGrants be increased to 1% of federal revenue and that there be a more streamlined approach to disaster recovery funding. Importantly, we are now calling on the State Government to take the report seriously and implement the recommendations as soon as possible. I will provide updates on any changes that arise as a result of the enquiry findings. Earlier this week, Councillors and the Executive Team undertook a whirlwind tour of the Shire as part of the induction program. This was a fantastic opportunity for all Councillors to familiarise themselves with our towns as well as discuss current issues and opportunities and view some of our ongoing projects and Council owned assets. I found the tour extremely valuable and despite being on Council for a number of years, I’m still amazed at the area we cover and the incredible diversity of services and facilities that we offer our community. This week, we acknowledge16 Days of Activism, a global campaign that encourages action to end gender-based violence. Indigo Shire is a strong supporter of this and all campaigns that shine a spotlight on gender violence, discrimination, racism, and all forms of anti-social and unacceptable behaviour. Our commitment extends beyond these 16 days. We aim to foster a culture of respect and equality year-round and we encourage all community members to participate in these initiatives, to learn, to speak out, and to support one another.
