All current and new retail food establishments operating within the Shire are required to be registered with us on an annual basis.
Anything and everything intended for human consumption, if intended for sale, comes under the Food Act and therefore requires registration.
All new businesses must ensure they are registered prior to the commencement of operation of the business.
It is the proprietor's responsibility to ensure the premises are registered with Council annually.

Our Environmental Health Officers have powers under the Food Act 1984 to inspect any premises where food is prepared or distributed for public consumption. This is part of our service and ongoing commitment to our residents.
We have a public register of around 200 commercial food premises that have been classified in accordance with food business classification tool from the Victorian Department of Health.
Application form
Prescribed accommodation including bed and breakfasts(PDF, 572KB), residential accommodation, hotels, motels, and hostels where five or more residents are capable of being catered for must be registered with us under the Public Health and Wellbeing Act 2008.
Specific requirements relating to the prescribed accommodation premises are set out in the Health (Prescribed Accommodation) Regulations 2001.
Inspections by our Environmental Health Officers aim to address issues relating to:
- Overcrowding
- Maintenance and cleanliness
- Number of fixtures (such as showers, toilets, hand wash basins, etc) per person accommodated
- Water supply
- Refuse collection and disposal.

Under the Public Health and Wellbeing Act 2008, health businesses that conduct the following activities must register with us:

Any procedure intended to maintain, alter or enhance a person's appearance by, facial or body treatments, application of cosmetics, manicures or pedicures, application or mending of artificial nail and epilation including by electrolysis or hot or cold wax.

Any procedure intended to maintain, alter or enhance a person's appearance in relation to facial or scalp hair by trimming, styling, cutting, and colouring, treating or shaving hair.

Skin penetration
|
Any procedure performed on a person other than a surgical or medical procedure that involves, piercing, cutting, scarring, branding, scraping, puncturing or tearing of the skin using an instrument.

|
Tattooing
|
Any process that involves the penetration of a person's skin to make a permanent or semi-permanent mark, pattern or design on the skin.
|
|
Colonic irrigation
|
A procedure involving the cleansing of a person's colon.
|
Eligible businesses – those that solely provide hairdressing and/or low risk beauty therapy services at their premises – are now able to apply for ongoing registration.

The Domestic Animals Act 1994 requires all animal businesses to be registered annually.
A domestic animal business is defined as:
- An animal shelter
- A pet shop; and/or
- An enterprise that is run for profit that breeds dogs or cats or rears, trains or boards dogs or cats.
The annual fee for this type of registration is set at $267.30.
Penalties for non-compliance are $1190.

Animal business permit application form
Usually you need a planning permit to display an advertising sign. There are different categories of signage defined in the Indigo Planning Scheme such as:
- Bunting signs – includes bunting, streamers, flags, windvanes, or the like
- Business identification signs – a sign that provides business identification information about a business or industry on the land where it is displayed. The information may include the name of the business or building, the street number of the business premises, the nature of the business, a business logo or other business identification information
- Direction signs – a sign not exceeding 0.3 square metre that directs vehicles or pedestrians. It does not include a sign that contains commercial information and/or
- Bed and Breakfast sign – a sign at a dwelling that advertises bed and breakfast accommodation in the dwelling.
Planning schemes require that if a sign can be interpreted in more than one way, the most restrictive requirement must be met.
Signage controls are further split into different categories and the zones specify which category of control applies in different areas. For example, sign controls in residential and rural areas are more restrictive (in terms of type, quantity and size of signs permissible), than sign controls in business or industrial areas.
Most commercial areas in Indigo Shire are also covered by the provisions of the heritage overlay. This can place additional requirements on the placement, proportion and style of signage permitted.

Signage permit application form
A permit is required under Local Law Number 1 – Streets and Roads - Clauses 20, 23 & 24, for businesses wishing to use a roadside to:
- Display advertising signs
- Provide outdoor eating facilities
